Justice is an expression which describes the Moral code of a society (culture) and its human components.

Justice is a different concept from Law which describes the rules set forth by society arbitrarily in order to enable its existence as a cultural unit, the existence of its individuals and the completeness of their property. However, there is no doubt that one of the important objectives of the law is to create a society which is considered just in its own eyes.

Justice is dynamic, developing and changes according to time and place. It differs from one society to another. It varies from one individual to another in the same society according to the moral code of the same individual.

A common perception of Justice claims that society should strive to an economic balance, for example by creating differential taxation system. Meaning, to take from the rich and give to the poor is a just action. A different perception of Justice claims that a person's right over is lawfully obtained property takes precedence over the right of society to care for others, using property taken from him.

These perceptions of Justice as described above have created throughout history different types of regimes in which one kind of perception of Justice was preferred over the other as a central policy of the society. I do not intend to express my opinion about what is the "right conception" (no such thing exists), because I think it is more important that the concept of Justice accepted by a society expresses the population's free-choice. History shows that in most cases, truly democratic  nations choose perceptions of Justice which are a compromise between the extreme flows, and that's a good thing.

"Human beings are born equal", a very popular phrase among those supporting "distributive Justice". I am not expressing here an opinion about the moral code that supports or opposes distributive justice, but I decisively object to the assumption which claims that human beings are born equal. Billions of human beings on earth were born, all of them without exception, different from each other. The right to be you and not be a clone of someone else's concept is in my opinion a person's basic right wherever he is. The fact that humans are not identical is not a reason for discrimination of any kind. On the contrary, in fact variance and multiple opinions allow the creation of a healthy and just society.

In short: Justice is always in the eyes of the beholder.
